The Communication and Information Research Center (CIRC) was established in 2002 with a mission to promote and advance research and education through Government/University /Industry partnerships in focused and shared competitive ICT research programs. Its vision is to promote joint research and development (R&D) efforts in various areas of Telecommunications and Information Technology, with relevance to the priority needs of the Sultanate.

It is with a great pleasure and enthusiasm to welcome you to the Communication and Information Research Center (CIRC) website!

The center was established in 2002 to play a vital role as a dynamic research hub that is dedicated to conducting cutting-edge research for society and industry needs, and advancing knowledge and innovation in various emerging and advanced technologies in the field of information and communication, including but not limited to internet of things, smart sensing, antennas and radars for satellites, next-generation wireless networks, artificial intelligence and machine learning, and cybersecurity.

As we navigate the complexities of the digital era and the rapid growth of emerging communication technologies, our commitment to excellence becomes more critical than ever. In line with Oman Vision 2040, the center fosters interdisciplinary research collaboration with various identities, including government and industry bodies, and academia aiming to contribute with impact to the development of communication and information technologies to solve society needs through applied research and strategic partnerships.

Among the core of CIRC’s activities, the center offers consultancy services, technical support, workshops and training to both academia and industry partners in the field of advanced communication and information technologies, cybersecurity and artificial intelligence. Additionally, the center strives to enhance its visibility and potential collaboration and services to extend over the region and beyond.

CIRC aspires to have a national and regional leading role in research and also to be internationally recognized as an excellent hub of innovative research in Information and Communication Technology (ICT).

Mission:

The research mission of CIRC is to develop a research culture and capacity, generate knowledge and find solutions to the current and future challenges for ICT strategic issues in the Sultanate with the collaboration of national and international partners.

Objectives:

CIRC strives to achieve the following objectives:

Conduct original research in the field of information and advanced communication technologies and artificial intelligence.
Engage in technology development projects with industry aimed at creating new tools, platforms, or develop innovative systems to improve communication processes or information access.
Contribute to knowledge sharing and capacity building through providing proper training and workshops to SQU researchers, students, and staff in the field of information and communication technologies.
Engage with the community and build national and international collaboration through consultancy services, co-funded projects with research institutions and academia, organization of relevant activities and events valuable to the Omani society and the region.

IoT Lab
The Communication and Information Research Center (CIRC) has established the Internet of Things laboratory in April 2019 funded by Omantel and mOmkin to enhance IoT usage in Oman and the region by conducting training and research and enhancing teaching and learning. Internet of Things Laboratory has sufficient advanced resources e.g. computers, switches, access points, smart board, and others to do research and run most of the software scenarios, software development and testing. The IoT lab has different IoT tools including: Arduino kit, Raspberry-Pi 3 kit, IoTify simulator, Open Rex and more. The IoT Lab has the following objectives:

Promote awareness on the use and development of Smart city solutions.
Provide an attractive environment for research and networking between IoT and smart city users and experts.
Share mutual experiences and discuss prospective implementations of Smart Cities

FOSS Lab
Communication and Information Research Center (CIRC) has established in 2013 Free and Open Source Software (FOSS) laboratory jointly with Information Technology Authority (ITA). The purpose of the FOSS lab is to enhance FOSS usage in Oman by research and delivering training and workshops. The lab hosts and offers variety of short courses for the students and the community in many diverse subjects. CIRC is supervising the students’ free & open source software society (FO3S) and opens the lab for them to use in training and to accomplish their projects.

UNESCO Chair on Artificial Intelligence

Abstract:

The UNESCO Chair on Artificial Intelligence (AI) concentrates on the applications of AI in education, industry, and medicine with due consideration on ethical implications. The nature of the work is to study and design computer algorithms and systems in order to enhance education systems (teaching and learning), improve industry manufacturing and the quality of products, and enhance health services.

Thus, the topic is an engineering topic related to natural sciences in which new advanced AI methods and programs are designed and used to enhance education, industry, and medicine in order to make them part of smart systems in which the latest technologies from the communication and information sciences can be utilized to replace the traditional systems. The chair will follow the recommendations on the ethics of AI contained in the Annex to the document 41 C/23 of the General Conference, Paris, 2021.

This recommendation pays specific attention to the broader ethical implications of AI systems in relation to the central domains of UNESCO: education, science, culture, and communication and information. The chair will collaborate locally, regionally and internationally to disseminate and promote the values and principles of Ethics of AI.

Oman’ Vision 2040 serves as the country’s key guide and reference for national development planning. Some of the national priorities identified in Vision 2040 related to the UNESCO Chair on Artificial Intelligence include:

Economic Diversification and Fiscal Sustainability

The new 2030 Agenda for Sustainable Developments represents a significant step forward in the recognition of the contribution of Science, Technology and Innovation (STI) to sustainable development.

The UNESCO Chair on Artificial Intelligence will support strengthening scientific and technological capacity nationally, regionally, and internationally, and will support, either directly or indirectly, a number of SDGs. These include:

SDG 3: (Health) “Ensure healthy lives and promote well-being for all at all ages”).

SDG 4: (Education) “Ensure inclusive and equitable education and promote lifelong learning opportunities for all”.

SDG 9 (Industry, Innovation, and Infrastructure), “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”.

SDG 17 (Partnerships for the Goals): “Strengthen the means of implementation and revitalize the global partnership for sustainable development”.

Objectives

Foster an integrated and interdisciplinary system of research and documentation of activities in the field of Artificial Intelligence (AI).
Advocate for improved AI competencies in curricula through education and training, industrial applications, and smart medical services and telemedicine.
Enhance exchange and dissemination of scientific knowledge across educational networks and in institutions addressing Artificial Intelligence including on machine learning, deep learning and smart systems, as well as related digital technologies.
Strengthen capacities of young people on ethical use of artificial intelligence through scientific and specialized workshops and symposiums.
Promote the dissemination of knowledge and implementation of the UNESCO recommendations on Ethics of AI at national, regional, and international levels.
Cooperate closely with UNESCO, other UNESCO Chairs and UNITWIN Networks on relevant programs and activities.
